Comment: This is not meeting the notability hurdles under WP:ANYBIO and in particular WP:BASIC, where we would be looking for ideally 3 in depth profiles of the subject, by independent reliable sources. The two articles relating to the subject's elevation to General Secretary are short and look like they are taken off a press release. Rupam Roy is an Indian bank officer and trade union leader. He has held the post of General Secretary of the All India Bank Officers' Confederation (AIBOC) since December 2022, and was re-elected at the union's 13th Triennial General Council in Guwahati in July 2024.[1][2] Roy is also the General Secretary of the All India State Bank Officers' Federation (AISBOF), having taken office on 1 December 2024 and been re-elected for the 2025–2028 term at the federation's 29th Triennial General Council in Hyderabad in June 2025.[3][4]

editPublic reporting on Roy's union activity dates to October 2020, when he was named as General Secretary of the State Bank of India Officers' Association (North Eastern Circle) in coverage of representations to the Assam government over violence against bank officers in the state.[5] He continued to be identified in the same union capacity in regional reporting in 2021.[6] Reporting in 2024 stated that Roy had served as General Secretary of AIBOC since December 2022, and noted that he is from the North Eastern region of India.[1] Before his election as General Secretary of AISBOF in late 2024, he had served as President of the federation.[3]

Public statements and union activity
editOn 18 July 2023, the eve of the 55th anniversary of bank nationalisation, Roy issued a statement on behalf of AIBOC saying that public sector banks faced what he described as a real danger of privatisation, and argued that the role of these banks in financial inclusion and in extending credit to small and medium enterprises should be preserved.[7]
In August 2024, Roy told Business Standard that AIBOC would press the Indian Banks' Association (IBA) to extend the Old Pension Scheme to bank employees recruited on or after 1 April 2010, who are instead covered by the National Pension System. He said that central government decisions on pension policy influence bank-sector negotiations, and described the union's principal demand as a non-contributory social-security benefit.[8]
In August 2025, Roy, signing on behalf of AIBOC, cautioned against the unilateral roll-out of the Reserve Bank of India's Framework for Responsible and Ethical Enablement of Artificial Intelligence (FREE-AI) in the banking sector. He called for structured consultations with trade unions, civil society groups and consumer organisations before sector-wide adoption, and for the constitution of a National Council for AI in Banking with trade-union, civil-society and consumer-advocate representation.[9][10] Writing in an op-ed in The Wire later in August 2025, Roy argued that the future of artificial intelligence should be measured in wisdom rather than intelligence alone, and contended that without enforceable guardrails banks could rely on algorithmic decision-making in ways that obscured human responsibility for lending outcomes affecting micro, small and medium enterprises, retail borrowers and farmers.[11]
Also in August 2025, Roy stated AIBOC's opposition to the central government's plan to privatise IDBI Bank, saying that handing over an institution established in 1964 with public funds to private or foreign acquirers would carry social and economic costs. He called on the government to withdraw the privatisation plan and to focus instead on reforms to strengthen IDBI Bank's governance and developmental mandate.[12]

editReporting in October 2020 named Roy, in his capacity as General Secretary of the SBI Officers' Association (North Eastern Circle), as the signatory of a letter to the Assam Chief Secretary on attacks against SBI officers in the state, including the unresolved 2018 killing of a service manager at the bank's Dadara branch.[5] A November 2021 obituary in NorthEast Now for a former president of the association quoted Roy in the same union capacity.[6]
