Your draft has no content other than the references, and you were asked not to resubmit it until it had actual content.
You do not submit drafts so other people can write it, you write the draft and submit it so it can be published. You should only submit a draft when you believe it is ready to be read, and I'm sure you don't believe it is ready in its current state.
