Non-free rationale for File:Great seal - with border.jpg

Thanks for uploading or contributing to File:Great seal - with border.jpg. I notice the file page specifies that the file is being used under the non-free content criteria, but there is not a suitable explanation or rationale as to why each specific use in Wikipedia is acceptable. Please go to the file description page, and edit it to include a non-free rationale.
If you have uploaded other non-free media, consider checking that you have specified the non-free rationale on those pages too. You can find a list of 'file' pages you have edited by clicking on the "my contributions" link (it is located at the very top of any Wikipedia page when you are logged in), and then selecting "File" from the dropdown box. Note that any non-free media lacking such an explanation will be deleted one week after they have been tagged, as described in section F6 of the criteria for speedy deletion. If the file is already gone, you can still make a request for undeletion and ask for a chance to fix the problem. If you have any questions, please ask them at the Media copyright questions page. - The Great Seal of Canada is the very legal and equitable symbol of Canadian sovereignty. Canadian sovereignty belongs to all of the people of Canada. The Government of Canada, through the Governor General's office, is obviously seeking to make the design of the Great Seal known far and wide. Surely there must be some rationale for displaying the current design of the Great Seal of Canada on Wikipedia. I assert Wikipedia has a duty to help make the Canadian people aware of the new Great Seal, and all people aware of the new Great Seal, without fetterment on such a prominent medium as Wikipedia. - Uh, no, the Great Seal of Canada, and all items produced by the federal government is held under Crown Copyright (see Commons:Copyright rules by territory/Canada, Copyright in Canada, and Crown copyright for more details). Works created by the federal government, especially those pertaining the Crown, are protected under Crown copyright for at least 50 years and require express permission for reproduction or distribution from the government (essentially any federal/provincial/territorial work after December 31, 1974 falls under this protection).
- While the Governor General has made the design of the Great Seal public for informational purposes, that does not equate to releasing it for unrestricted public use. Hell with regard to the Great Seal, the image is not only under Crown copyright (as a government work), the Seal in itself is even more strictly controlled with unauthorized reproductions being illegal through the Security of Information Act (as stated in the Great Seal article).
- Wikipedia’s only duty are its key pillars, one of which is that its a free encyclopedia, including the content it uses. All images on Wikipedia must either be in the public domain or licensed under free licenses such as Creative Commons (WP:NFC explains the non-free content guidelines), which excludes Crown-copyrighted material from unrestricted upload.
- If an image of the current Great Seal is to be included, it would require a valid non-free content rationale in line with Wikipedia’s policies, or alternatively, a technically accurate but sufficiently distinct representation from the Great Seal, similar to how copyrighted coats of arms are treated on this site, or like what we did with the Canadian Royal Crown, where an editor created an illustration that was "technically accurate", but distinct enough from the government’s official design to avoid copyright infringement. A tag has been placed on File:Great seal - with border.jpg requesting that it be speedily deleted from Wikipedia. This has been done under section F9 of the criteria for speedy deletion, because it is a copyright violation and has no credible claim of fair use or permission. Thanks for uploading File:Great seal - with border.jpg. The image description page currently specifies that the image is non-free and may only be used on Wikipedia under a claim of non-free use. However, the image is currently not used in any articles on Wikipedia. If the image was previously in an article, please go to the article and see why it was removed. You may add it back if you think that that will be useful. However, please note that images for which a replacement could be created are not acceptable for use on Wikipedia (see our policy for non-free media).

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
