President Carter 1971?

editJimmy Carter was not president of the United States in 1971 (Richard Nixon was). Either Brosio recieved the Presidential Medal of Freedom in 1971 from President Nixon, or Brosio recieved the Presidential Medal of Freedom in 1977, '78, or '79 from President Carter. Either the author is wrong about the president or wrong about the date.
