Strict Enforcement vs Penalties
Even from a US perspective, does this phrase have any meaning? A source for the definition given at the top of the article can be found at this link. I considered adding this source, but the definition does not distinguish between strict enforcement and strict penalties. I began thinking this is a US political buzzword with little actual meaning.
