What is the "Internal Revenue Department of HM Treasury"? "Internal Revenue" - for example, the IRS - is an American thing.
I believe Ward's father was a clerk with the Inland Revenue (see the London Gazette for 2 May 1911, Issue 28490, page 3340). As Ward's memoirs indicate, his father worked at Somerset House, where the Inland Revenue were based for many years, and his office was evacated to North Wales (Llandudno, I believe) during the Second World War.
