Fair use rationale for Image:Signing treaty accession 2005.jpg

Image:Signing treaty accession 2005.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Please go to the image description page and edit it to include a fair use rationale. Also, the article "List of Diplomatic missions of Bulgaria" says that the Bulgarian embassy in Havana, Cuba is accredited to Haiti, which shows diplomatic relations between Haiti and Bulgaria. ~2026-25515-13 (talk) 20:23, 26 April 2026 (UTC)Reply

I now have a source that is neither: https://www.mfa.bg/en/embassyinfo/haiti#:~:text=Republic%20of%20Haiti,embassy%20is%20in%20Havana%2C%20Cuba. when the Bulgarian embassy in Havan is accredited to Haiti, it shows Bulgaria and Haiti have diplomatic relations but it isn't listed on Wikipedia can you please add it? :) :) A PLAKIYA (talk) 21:40, 26 April 2026 (UTC)Reply
