There's no official policy/guideline on this, as far as my observation goes. However, from how editors, especially more experienced ones, touch on this topic, I conclude that "declared" candidates, ie. those who have been covered by reliable sources, are the only ones who are actually candidates. Those who have only filed paperwork are not considered to be candidates as, for example, they may have not had a campaign just yet; thus, by extension, their websites are not listed as it's a list of real candidates only, so to speak.
