The Romanian Joint Forces Command "General Ioan Emanoil Florescu" (Romanian: Comandamentului Forțelor Întrunite "General Ioan Emanoil Florescu" or CFÎ) is the operational-level command structure subordinate to the Chief of the Defense Staff, which, in peacetime, is responsible for planning and directing/coordinating current operations and activities within the force structure of the Romanian Army. In the event of armed aggression, upon the imposition of martial law, the declaration of a state of mobilization, or a state of war, it plans and conducts the national joint operation in accordance with its own operations plan.[2]
History
editThe Joint Forces Command "General Ioan Emanoil Florescu" continues the historical traditions of the 2nd Joint Operational Command. Currently, the Joint Forces Command is an operational-level executive structure of the Defense Staff, subordinate to the Chief of the Defense Staff and coordinated by the Deputy Chief of the Defense Staff for Operations and Training. The Command is organized into joint-type organizational units, through which the Chief of the Defense Staff exercises command of the forces.[3]
As part of the transformation of the Romanian Army and the process of pre-accession to NATO structures, pursuant to an order issued by the Minister of National Defense on 1 August 2000, the 2nd Army Command in Buzău was reorganized into the 2nd Joint Operational Command (Army Corps level). On the 85th anniversary of the establishment of the 2nd Army, the 2nd Joint Operational Command was awarded the Battle Flag and the honorary title "Mareșal Alexandru Averescu".[3]
As of 1 January 2003, the 2nd Joint Operational Command "Mareșal Alexandru Averescu" has exercised operational command over national contingents deployed on international missions, in accordance with the Order of the Chief of the General Staff regarding the transfer to 2nd Joint Operational Command of certain responsibilities for managing the Romanian Army’s participation in peacekeeping operations within multinational structures and multinational cooperation initiatives, as well as in UN and OSCE missions.[3]
On 17 March 2009, the 2nd Joint Operational Command "Mareșal Alexandru Averescu" was reorganized into the Joint Operational Command "Mareșal Alexandru Averescu" and on 15 April 2010, the institution became the 2nd Infantry Division Command, under the direct authority of the Land Forces General Staff. This transformation process led to the establishment of the Operational Command Center under the General Staff. The primary mission of this structure was to exercise operational command over the operational components of the armed forces, the Joint Logistics Command, and the Communications and Informatics Command for the planning and preparation of national contingents participating in missions and operations outside Romanian territory.[3]
Changes in the international security environment, as well as Romania’s integration into Euro-Atlantic structures, have led to the establishment of an operational-level structure whose primary mission is to coordinate current activities and missions within the Romanian Armed Forces’ force structure, as well as to plan and conduct joint national operations. On 14 July 2014, the Operational Command Center was transformed into the Joint Forces Command.[3]
On 3 November 2014, the Joint Forces Command was given the honorary name "General Ioan Emanoil Florescu".[3]
Role
editThe mission of the Joint Forces Command is to carry out the planning, command, and coordination functions assigned to the operational level of the Romanian Army.[4]
One of the Joint Forces Command core responsibilities is to exercise operational command over the units, subunits, and military personnel participating in missions and operations outside the national territory. To fulfill this responsibility, the Joint Forces Command is involved in assessing the pre-deployment readiness of these contingents, issuing mission orders, providing ongoing direction of activities in the theater of operations, and coordinating necessary support activities. The command staff is responsible for planning and conducting operational-level exercises within the Romanian Army, including temporarily assuming operational command of the forces participating in joint training activities.[4]
Through the operational components under the command of the Force Category Staffs and Support Commands, the Joint Forces Command exercises operational control over the forces and assets performing permanent combat duty, with the exception of the SLPPA – Air Policing.[4]
