ICO is a London-based international organisation that focuses on human rights and community development within divided societies by advocating on behalf of minority groups to facilitate inclusive governance, dialogue, and economic revitalisation.[1] With its in-country programmes, UN UPR implementation programme, General Assembly, and Research Centre, ICO works with marginalised communities and their respective governments to strengthen social cohesion, promote inclusive development, and advance peace.[2] By operating directly with those in conflict–affected regions, ICO works to demonstrate that the involvement of underrepresented groups in community initiatives and diplomatic dialogue can best address systemic and societal inequalities.[2] ICO develops projects alongside partners in its core locations, including the Middle East, Cameroon, Cyprus and Kosovo. Accordingly, ICO has conducted peace-building operations between Israel and Palestine, and engaged in capacity building within the context of the Anglophone crisis in Cameroon. They have also facilitated cross-community dialogue across Greek-Cypriot and Turkish-Cypriot communities, as well as providing a national platform for minority communities in Kosovo.[3]
Founded in 2016 by James Holmes, ICO was later granted the Special Consultative Status by the Economic and Social Council (ECOSOC) at the United Nations in 2021,[4] with Mr Abdulla Shahid, the former President of the UN General Assembly appointed as the ICO's International Ambassador.[5] In December 2025, at the UN headquarters in New York, ICO discussed their proposed plans to best translate the guiding principles of the UN's Pact for the Future into meaningful action. ICO’s flagship report, For Our Future: Best Practice for the Implementation of the UN Pact for The Future pioneers a practical framework for UN member states to effectively implement the Pacts goals, placing emphasis on working with and empowering their local and marginalised communities. The meeting reinforced collaboration between ICO and UN member states on future related projects and remains ongoing.[2]
