"all things to some men"

"However, Bonaparte had no long political career behind him and was able to depict himself as "all things to some men"." - what does this mean? I suppose it wants to express, on the contrary, that Bonaparte was able to offer "something to all men", giving most fractions good reasons to be voted. French Wikipedia at Élection présidentielle française de 1848 contains significantly more detail on electoral process. In particular "Pour être recevable, chaque vote doit être inscrit sur un papier blanc" which is mentioned at Secret ballot.
