José Raúl Moreno Gómez (born c. 1980) is a Colombian philosopher and a public official who has served as Chief of Staff of the Casa de Nariño, the executive office of the president of Colombia, since December 2025. since 2025.[1][2][3][4]

Moreno served as an advisor to the Ministry of Health and Social Protection and later to the Administrative Department of the Presidency.[3][4][5]

Education

According to Colombia's official public-service résumé system, Moreno was born in Bogotá and completed professional studies in philosophy as well as a master's degree in creative writing.[5]

Career

Moreno worked for several years at Universidad Central in Bogotá, where Colombia's public-service records list him as an editorial assistant from 2008 to 2009 and later as a lecturer between 2010 and 2022.[5] His public-sector career also included contracts and appointments with the Secretaría Distrital de Integración Social, the Secretaría Distrital de Gobierno and the Alcaldía de Ibagué.[5]

From 2016 to 2023, Moreno held research and project-formulation roles with the Centro de Pensamiento y Acción para la Transición, according to his official public-service record.[5] In June 2023, he became an adviser at the Ministry of Health and Social Protection, where he remained until February 2025.[5] He then joined the Department of the Presidency in February 2025 as an adviser in the Office of the Presidential Chief of Staff.[5]

Chief of Staff of the Casa de Nariño

Moreno became acting Chief of Staff of the Casa de Nariño on 15 August 2025, following the departure of Alfredo Saade from the role.[6][7]

On 24 December 2025, President Gustavo Petro's government formalized Moreno's appointment through Decree 1424 of 2025, naming him to the position of Chief of Presidential Staff, code 1196, in the Department of the Presidency.[3] Colombian media including W Radio, Caracol Radio and RTVC reported the appointment as a formal ratification of the role he had held on an acting basis since August 2025.[7][8][9]

RTVC described the office as one of the closest positions to the Colombian president, with responsibilities related to presidential agenda coordination and political coordination with the government.[9] El Espectador reported in January 2026 that Moreno had become an influential figure in the president's inner circle following changes in the Department of the Presidency and other senior offices.[10]

Public appearances

As chief of staff, Moreno has appeared in official presidential activities and delegations. In September 2025, Colombia's Presidency listed him as part of President Petro's delegation during an official visit to Japan.[11] Presidency transcripts and releases also identified him as chief of staff at later public events, including events related to the San José galleon project and public ceremonies in late 2025 and 2026.[12][13]
