Northeastern Clinton Central School District (NCCS) is a rural public school district headquartered in Champlain, Clinton County. It is the northernmost school district in New York State, bordering the Canadian province of Quebec. The district serves a geographic area of approximately 124 square miles, encompassing the villages of Champlain and Rouses Point, and the town of Mooers.

History

The district was established in 1950 through the centralization of several smaller, community-based school districts in the "Northern Tier" of Clinton County, New York. Prior to the merger, the villages of Champlain, Mooers, and Rouses Point each operated independent high schools and numerous rural common schoolhouses.[4]

Early Village Schools

Before centralization, the region's education was centered in local landmarks:

  • Champlain High School: Education in Champlain dates to the early 19th century; students attended a brick schoolhouse built in 1815.[5]
  • Mooers High School: The former Mooers High School building, constructed in 1938, was a cornerstone of the village and remains in use today as Mooers Elementary School.[6]
  • Rouses Point: Local records from the mid-1800s describe students attending classes in a "stone house" located on Champlain Street.[7]

Centralization and Identity

The vote to centralize in 1950 was part of a statewide post-war effort to modernize rural education by pooling tax resources to build larger, more comprehensive facilities. Upon the merger, the district adopted Maroon and White as its official colors and the Cougar as its mascot to unify the identities of the former rival village schools.[5]

Capital Improvements

Between 2019 and 2024, the district executed a major $32.7 million capital project. Key developments of the capital project included: [8]

Athletics: Construction of a high-performance multi-purpose synthetic turf stadium field and a new eight-lane running track at the Champlain campus.

Security: Installation of centralized secure vestibules at all school entrances and upgraded surveillance infrastructure.

Facilities: Comprehensive lighting and sound system overhauls for the district auditorium and the addition of new tennis courts.

Elementary Modernization: Internal structural renovations and safety upgrades at the Mooers and Rouses Point campuses.

Schools

The district operates four educational levels across three physical campuses:

Northeastern Clinton Senior High School (Grades 9–12), located in Champlain.

Northeastern Clinton Middle School (Grades 6–8), located in Champlain.

Mooers Elementary School (Grades PK–5), located in Mooers.

Rouses Point Elementary School (Grades PK–5), located in Rouses Point.

Academics

NCCS provides a standard New York State Regents curriculum. To supplement its secondary offerings, the district participates in the College Advancement Program (CAP), providing dual-enrollment credits through SUNY Plattsburgh and Clinton Community College.

For the 2025-2026 academic year, the district maintains a student-to-teacher ratio of approximately 13:1. It also provides a Universal Pre-Kindergarten (UPK) program for residents.
