Request for review: Project Business Management

Hello,

A new article titled Project Business Management has been drafted and seeks review from editors familiar with economic activity, GDP accounting, and project-based industries.

The topic addresses projects delivered under commercial contracts between legally independent organisations. Because these projects involve market transactions, they contribute directly to GDP, in contrast to purely internal organisational projects. The article summarises peer-reviewed research on commercial project delivery, inter-organisational coordination, governance structures, and contracting forms in economically significant sectors such as construction, engineering, energy, infrastructure, and defence.

Government debt as a percentage of GDP

I've noticed that it's common on many articles to express a country's debt as a percentage of its GDP. For example, in National debt of the United States, "debt held by the public was estimated at 96.19% of GDP." This can be misleading, as percents are usually used for fractions where 100% is the maximum or has special significance. Since GDP is an annual quantity, the debt-to-GDP ratio is actually a duration, not a fraction. So it seems to me that it would be better to say "0.9619 years of GDP" or "0.9619 times GDP". What would you all think about a project-wide conversion from percentage notation to one of those?

I know the percentage notation is common in economic literature, but since Wikipedia is aimed at a general audience, I think it would be valuable to adjust how we write this number to help clarify its meaning to the noneconomist.
