Don't be dismayed. This is a really promising article, and I'm surprised there is no article already on this figure. Here's some thoughts and tips for submission:

1. The character meets WP:GNG because of the digitized print source www.welshrevival.org, which is good 👍.
2. However, much of the article reads a lot like an essay, with a lot of NPOV issues. I encourage you to read some other Wikipedia articles on pastors and see if you can make the style of this article more encyclopedic.
3. There's already some information on this guy on 1904-1905 Welsh revival, that you can work with.
4. There needs to be more information on the guy, and less information about the general Welsh revival in the lead, see WP:LEAD.
5. There needs to be more information about his life in the article and less information about where to find information about his life.

This submission appears to read more like an advertisement than an entry in an encyclopedia. Encyclopedia articles need to be written from a neutral point of view, and should refer to a range of independent, reliable, published sources, not just to materials produced by the creator of the subject being discussed. This is important so that the article can meet Wikipedia's verifiability policy and the notability of the subject can be established. If you still feel that this subject is worthy of inclusion in Wikipedia, please rewrite your submission to comply with these policies.

Hi! Good work on the lead. The article reads a lot better, but it still reads like an essay or a book. Particularly, I think you can improve on cutting down the direct quotes. See MOS:QUOTE. In addition, the "Biography" section needs to be about Joseph Jenkins, not about where to find information about Joseph Jenkins. See how this article uses encyclopedic tone and talks about the life and career of the subject in the body of the article, instead of talking about other sources.

For the Welsh revival section, the same thing applies. In addition, you can give a short summary of the revival, and for information that is not already in the Welsh revival article, I'd suggest you add it to the main article and not here, since this is not mainly about Joseph Jenkins.
