Since Justlettersandnumbers has moved it to draft space for improvement, there has been little improvement. The only things that have been done are adding a photo and some minor corrections. I would like to see Justlettersandnumbers's concerns that led them to move this article to draft space satisfied.
I am presuming the concerns are about the unsourced "Early life and education" and "Naval career" sections, however, Justlettersandnumbers may have further reasons why they moved this to draft space.
