On the one hand, the subject likely satisfies biographical notability. However, on the other hand, this draft has serious tone issues and appears to be written to praise its subject rather than to describe him neutrally. Also, the author almost certainly has a conflict of interest, which is probably that they are working for Curnow somehow. That association must be declared in accordance with the conflict of interest policy.

It is not clear which of the offine sources (which is all of them) meet WP:GNG. There's evidence that Tim is Allen Curnow's son, but it appears a lot of them are passing mentions, as they are out of books by some other author. So that can only confirm that he perhaps edited some of those author's books. Please indicate which of these sources give detailed coverage on the subject. Note Allen Curnow may be in the Dictionary of New Zealand Biography but Tim does not have a similar entry. Still waiting for a neutral Wikipedia editor to scrub this for tone.
