His tweet still counts as a ‘reported signing’, not an ‘official signing’ from the team. Notice that I used the word “announced” and not “reported” like you did. And if you want an example, Jon Heyman reported that Cease signed with the Blue Jays on November 26th and the team announced it on December 2nd.
