The reference you provided and a handful of sources I found via Wikipedia serve to verify what you've written. However they are mere mentions. None of them provide substantial coverage of Tarbus. Therefore, the subject doesn't meet the criteria for a Wikipedia article about him. Instead, you may wish to merge the content into the Roxolani article.
