editIn the mid-1990s, grassroots neighborhood effort to restore district elections led to return of the district system in 2000, with the district now representing the neighborhoods of Excelsior District, Outer Mission, Oceanview, Merced Heights, Ingleside Terraces, with the first elected supervisor being Gerardo Sandoval after he defeated incumbent Amos Brown.[1] At that time, the district had a majority of ethnic minorities and the highest rate of home ownership in San Francisco[2].
