Fifth National Marine Fisheries Census 2025 (MFC 2025)
editThe 5th National Marine Fisheries Census 2025[1] (MFC 2025) of India was jointly conducted by the Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying, and the ICAR-Central Marine Fisheries Research Institute (CMFRI). The census aims to document socio-economic conditions of marine fisher families and map fisheries infrastructure spanning the entire coastline of the country. Enumerators selected from the local fishing community reached every marine fisherman household for a 45-day data collection exercise during November and December 2025. It covered 1.2 million fisher households across coastal states and UTs.
The MFC 2025 is funded and coordinated by the Department of Fisheries of the Ministry of Fisheries, Animal Husbandry and Dairying under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). ICAR–Central Marine Fisheries Research Institute (CMFRI) is the nodal agency for the implementation of the census in mainland India--nine coastal states--and the Fishery Survey of India (FSI) is entrusted with the data collection from the union territories including islands.
The census gathered demographic and livelihood data of fishing communities, and infrastructure details including fishing vessels, gears, harbrours, fish landing centres, processing units and cold storage facilities.
Objectives
The marine fisheries census 2025 was carried out with the following objectives.
Fisher households: This includes demographic details including socio-economic status, educational levels, occupational profiles (including active fishing, associated activities, aquaculture, and migration), caste, religion, housing, and amenities.
Assets: Details regarding ownership of mechanized, motorized (inboard/outboard), and non-motorized crafts, including type, size, engine power, and share; ownership of fishing gear.
Infrastructure: Details of fishing harbours, landing centres, boat building/repairing yards, ice factories, cold storages, processing plants, peeling sheds, fish meal plants, Self Help Groups (SHGs), Fish Farmer Producer Organisations (FFPOs), and general village amenities (roads, transport, schools, health facilities, etc).
Operational details: Information on fishing vessel operations, crew size, fuel usage, fishing duration, and registration.
The census provides vital information to shape policies on marine fisheries management, welfare schemes, and infrastructure development, directly impacting millions dependent on marine livelihoods.
Digital Tools
Unlike the previous editions of the marine fisheries census, the MFC 2025 adopted modern digital tools, including mobile-based applications, geo-tagging, and real-time data validation, to enhance evidence-based fisheries governance, livelihood planning, and sustainable marine resource management in India. The MFC 2025 is the first fully digitalized marine census in India with multi-layered approach.
This involved digital applications and GIS integration.
a. Web Interfaces and Special Apps: As a paradigm shift from previous census, the MFC 2025 is a fully digitalized exercise. It used specialized mobile applications and web interfaces for data collection and supervision. This digital transformation aims to reduce manual errors and data entry mistakes, accelerate the data collection and compilation process, and enable real-time data validation and monitoring.
b. GIS Integration: The data collected through the digital platforms will be populated into a Geographical Information System (GIS), as this is crucial for spatially mapping fishing villages, landing centres, and other infrastructure; visualizing the distribution of fishing households and assets; conducting spatial analysis to identify clusters of poverty, infrastructure gaps, and areas needing specific interventions; and providing a powerful tool for planning and resource allocation.
Marine Fisheries Census 2016: Highlight
The Marine Fisheries Census 2016 was conducted by ICAR-CMFRI for a duration of 30 days starting from 1st February to 1st March, 2016. According to this, along the Indian coast there are 3,477 marine fishing villages distributed in 9 coastal states, union territories of Puducherry, Daman & Diu, Lakshadweep and Andaman & Nicobar, the last two being island territories. Highest number of marine fishing villages are in Odisha, Tamil Nadu and Andhra Pradesh with 739 (21.3%), 575 (16.5%) and 533 (15.3%) villages respectively. ` The total number of marine fish landing centres in the country is 1,363 with maximum number of 349 (25.6%) in Tamil Nadu followed by 234 (17.2%) in Andhra Pradesh and 174 (12.8%) in Kerala.
