This script is a fork of User:Bellezzasolo/Scripts/arb.js, which broke after the Discretionary Sanctions system was changed to Contentious Topics. It is only good for giving a user their first alsert for any topic area, but admims should watch put for bugs with the blocking part of the script, which I have not tested.
