The club was founded in 1917 under the name União dos Empregados do Comércio e Indústria de Setúbal, by Mário Gonçalves Pacheco, António Gonçalves Pacheco, José Mendes Nunes, Ildefonso Garrudo and Francisco dos Santos.[1]
