According to this source, the consolidation of the segments of the wagon Road occurred in 1928 and was named Clallam County Road 9A until it was added to the Washington state highway system in 1937 as SSH9A. The article does not cite its sources, but it is a supplement to the local papers (the Peninsula Daily News and the Sequim Gazette). I will see whether I can get in touch with the author (Sande Balch) to identify sources, but not sure when that's going to happen.

Well, at least as of 2001, Sande Balch was theClallam Bay-Sekiu Chamber of Commerce President and active in getting the route declared a scenic byway.
