James Franco?

The credits list a James Franco, but it doesn't seem to be THE James Franco...

Agreed. Just watched this episode and was surprised to see James Franco linked in the guest appearances on Wikipedia (and the episode on his Wikipedia filmography). The character of Second Officer appears in the episode's teaser and is patently obviously not the James Franco whose Wikipedia page is linked to here.
An earlier revision of the script can be found here: https://www.boggsfiles.com/x-files-scripts-by-season/season-8. While the lines of First Officer and Second Officer are switched in the final transmission, the characters are both still present in the scene, and Second Officer's only line in this Pink revision remains with Second Officer in the final transmission (credited in the end-credits as Officer #2 -- you can even google Officer #1's actor Ty Upshaw to see he clearly visibly resembles the other officer in the scene).
Officer #2 is certainly a James Franco, but not the James Franco more popularly known, and currently linked on the page (it seems someone keeps putting him back incorrectly, due to an erroneous listing on IMDB and Rotten Tomatoes or somewhere else, or a misconception based on the actual credits.)
