You have created an article about an Arabian person,, and for the reason of ((non-notability)) you have to create the article about him on the Arabic Wikipedia first, and when they approved it there, just start to create the English Wikipedia article about Suleiman Obeid. - This is patently false. We is no obligation to follow the Arabic Wikipedia's lead. I am not familiar with ar.wikipedia's policies with regard to notability, but they are likely to be different from ours. Consult WP:ATH for English Wikipedia's athlete notability guidelines.
