Seeking Consensus: Policy Violations in Lead

Seeking concensus regarding addressing issues in the Lead.

First, the problems with the Lead:

  • "Moldova is the poorest country in Europe by GDP per official capita, and much of its GDP is dominated by the service sector. It has one of the lowest Human Development Indexes in Europe, ranking 86th in the world (2023). Moldova ranks 74th in the world on the Global Innovation Index as of 2025." violates WP:COUNTRYDETAIL by restating information that is available in the infobox: "Overly detailed information or infobox data duplication such as listing random examples, excessive numbered statistics or naming individuals should be reserved for the infobox or body of the article."
  • The framing "poorest country in Europe" violates WP:NPOV because "poorest" is an unprecise value statement: "Prefer nonjudgmental language: A neutral point of view neither sympathizes with nor disparages its subject (or what reliable sources say about the subject), although this must sometimes be balanced against clarity. Present opinions and conflicting findings in a disinterested tone."
  • Beyond that, the statement is inaccurate: List of countries by GDP (PPP) per capita shows Ukraine and Kosovo ranking below Moldova.

I think the best way to fix this is to make that last paragraph match the format of neighboring countries Romania and Ukraine: list the categorization of the country (developing/developed/etc.), economy (transitional/low-income/etc.) and then list organizations the country belongs to (United Nations, etc.). More research will be necessary to get that right, but I want to get the community's input before I do that research.

Hi Superchordate, it would have been easier if you had numbered you thoughts. Anyway,
1) I agree that these sentences should not be in the lead, but in the body of the article. For me, a usual editor who does not edit or read many countries, I would not have noticed "HDI (2023) Increase 0.785[12] high (86th)" in the infobox (having no idea what it means), but the sentence "It has one of the lowest Human Development Indexes in Europe, ranking 86th in the world (2023)." is full of interesting information to me.

Following up on my discussions above with a specific edit request. The request is to replace the last paragraph in the lead.

  2. Aligns the final lead paragraph with nearby countries Romania and Ukraine which contain sentences on structure of government, economic categorization and exports, and international organizations.
  3. I have more or less copied sentences from sections in the article (Politics, Economy) in order to avoid new citations and to follow Wikipedia:COUNTRYLEAD guidance on Opening Paragraphs: "The primary purpose of a Wikipedia lead is not to summarize the topic, but to summarize the content of the article." Oops! Thanks for catching that. How does the new proposed replacement look below? Do you think the list of international organizations is overlinked or too detailed? I unlinked "United Nations" to replicate what the article itself does below, and "European Union" since it's kind of like a country name.
Also worth noting: (4) It might look strange changing from "It has one of the lowest Human Development Indexes in Europe, ranking 86th in the world (2023)" to "a high Human Development Index". Moldova is categorized as "High" at https://hdr.undp.org/data-center/human-development-index#/indicies/HDI scoring .785, just below 0.8 needed for the "Very High" ranking. The "lowest in Europe" phrasing is therefore misleading. The high-HDI text in the article is missing this citation, so I'll be following up to request that edit, or if you can add it, that'd be awesome.
