editTennessee has several local school districts which end at the eighth grade; Franklin Special School District in Williamson County is probably the largest and most widely-known. Most of these districts date back to a time when the idea of universal high school was yet arrive, and there was more support for "progressive" high-quality education in the towns, whereas the overwhelming concern in the rural areas was more about lower taxes on real estate, the primary asset of small (and large) farmers.
