I tagged this article for clean-up because the lead section has extra information about why the No Fly list was created and its history which is not explained elsewhere in the article. Of the four paragraphs before the table of contents only the first one actually seems to be a lead, the remaining three paragraphs seem to be background information, without a section heading. Although the length of the lead might be up to 400 words, there is nothing that says it should be this long. The size of the lead needs to be in proportion to the size of an article and a lead of as little as 100 words, or about one paragraph, may be suitable for smaller articles. See MOS:LEAD for purpose of the lead. It should provide an accessible overview to the whole article. Information in the lead should be expanded upon in the body of the article too.
