This article does not seem to be very up-to-date. If the content is notable, it should be updated to reflect the current Apple Developer Program. In fact, it appears that the Mac Developer Program no longer exists as a separate entity. Therefore, either the tenses should be changed, or the article rewritten to reflect the current status. Again, that is only if the topic merits an article (which it may not).
