Snowbound Cloak

Someone removed the photo of Phillippa Blair's work Snowbound Cloak, with the comment "This work is copyrighted". It is of course copyrighted, like the other works whose photos are used in the article, but the question is whether like them it falls under New Zealand's Freedom of Panorama exemption.
