First, I would remove the "operating scheduled". Secondly, I would perhaps slightly rephrase as: "On 2 November 1988, LOT Polish Airlines Flight 703, an Antonov An-24 domestic passenger flight from Warsaw Okęcie Airport to Rzeszów Airport in Poland, crashed short of the runway..."
  • I've rephrased it as "On 2 November 1988, LOT Polish Airlines Flight 703, an Antonov An-24 operating a scheduled domestic passenger flight from Warsaw Okęcie Airport to Rzeszów Airport in Poland, crashed short of the runway...".   • "Out of the 25 passengers and 4 crew members..." --> Recommend removing the "out" at the beginning.
  • "Following the accident, the airline accelerated the withdrawal of the An-24 from its fleet and replaced them with the ATR 72." --> Either pluralize An-24 or change "them" to "it".

  • "The aircraft can seat up to 50 people" --> Does this aircraft still exist or is it still in service? Otherwise, I would probably reword it as "could seat".
  • "Of the passengers, four of them were foreigners"
  • "...posing as passengers who were part of the Milicja Obywatelska, insuring the aircraft's safety."
  • "The flight crew consisted of the Captain Kazimierz Rożek" --> either lower-case "captain" or remove the "the" in front of it. I recommend the latter in order to match the format of the following officers.
