The shekel was a unit in ancient Israel, but it is not in ancient Israel, because ancient Israel doesn't exist anymore. - SUR was replaced by RUR first, after that by RUB in 1998.

"De-facto legal" is an oxymoron
editDe-facto means "in reality" implying that the thing isn't de jure (by law), whereas "legal tender" is a currency recognised and enforced by law (de jure)
