There are two levels of prime marks: primes to differentiate the nitrogen atoms within the urea components, and primes to differentiate between the urea components. The primes within the components take precedence. For urea using N and N′, see P-66.1.6.1.1. For handling primed N locants in multiplicative nomenclature, see P-15.3.2.2.1, which has an example of an N′,N′′′ locant set.
In this case, the N and N′ atoms are symmetrical in the urea components, so technically we have a choice between N,N′′; N,N′′′; N′,N′′; or N′,N′′′. But we always want to choose the lowest possible attachment locants for the multiplied parent components, see P-15.3.1.3. So our final locant set is N,N′′.
(Incidentally, this name is a good example of why I don't trust any software in existence to reliably generate PINs. PubChem's software has no clue about multiplicative nomenclature, while ChemSpider's software thinks urea uses arabic numerals instead of N,N′.)
