According to the Maltese alphabet article, ħ was standardized in 1866. The International Phonetics Association wasn't created untill 1897, and started with the Romic alphabet before developing the modern International Phonetic Alphabet. Different representation for h-bar?

A hatnote refers to the § Reduced Planck constant, but neither there nor here is it mentioned that Unicode has a dedicated character for it.
