I can see no good reason for this to be here. I think it should be deleted entirely, but Functus officia is outside my realm of experience and I'd prefer someone more knowledgeable to check and if you agree, delete it. (I won't be coming back here to make the appropriate edit: I'll stick to what I know. I only see a need for an editor more knowledgeable about this topic, not a protracted discussion).
