Operation Cumulus
editNo mention of Operation Cumulus of 1952 on the article. I think that's something that might be worth talking about as it was hidden by the UK government for years until a pilot spoke out and the papers were released.
International Law
editThe article at present posits the status of seeded rain as "res nullius", framed in opposition to res communis, which (according to the article) "necessitat[e] international regulation". International law contains no actual obligation to regulate areas or resources designated as res communis - in fact, no source of international law authoritatively defines res communis in any way. More importantly, res nullius is not a term of art defined within international law - it echoes the term terra nullius, which carries a violent and colonial history among Aboriginal and Indigenous peoples worldwide. Australian legal scholara have established that terra nullius, in practice, amounted not to 'land without people', but 'land without civilisation' or 'land without law' - it was a comment framed explicitly in a colonial register.[1] In other words, the errant speculation here is not only legally nonsensical; it could easily alienate or offend some readers. - I've made the origin of the statements clearer, and provided a translated quote from the source. I don't know anything about international law, and understand what you're saying about terra nullius, but the article has been sourced from an article in a reputable journal. Is cloud seeding effective?
editThe effectiveness section really makes it seem like this doesn't work (it's a list of studies saying cloud seeding does not work) but the article makes it seem like it does; it is not written like an article about a pseudoscientific/unsupported practice.
