Merging with VoIP

AT&T legacy had something called 'Double "0" info'.

It was so that- if you were in an area where AT&T wasn't the incumbent phone provider, but lt's say you had AT&T as your long distance provider you could bypass the ILEC operator and reach AT&T as your "4-1-1" instead.
