Office of the Second Lady or Second Gentleman of the United States

Office of the Second Lady of the United States (OSL) is the staff organization that supports the Second Lady (or Second Gentleman) of the United States in carrying out official duties, public engagements, travel, communications, and initiatives. It operates as part of the Office of the Vice President of the United States and is housed primarily in the Eisenhower Executive Office Building.[1]

History

The position of the Vice President's spouse existed from the establishment of the office in 1789, but for most of American history there was no permanent staff dedicated to supporting the role. Vice presidential spouses generally participated in ceremonial events, hosted receptions, and accompanied the Vice President during official travel without maintaining an independent office.

As the role of the Vice President expanded during the second half of the twentieth century, the responsibilities of the Vice President's spouse also increased. Beginning in the late twentieth century, dedicated staff were assigned to assist with scheduling, public appearances, travel, media relations, and public initiatives. Today, the Office of the Second Lady functions as a permanent support organization within the Office of the Vice President.

The Office assists the Second Lady in carrying out her official responsibilities by:

  • Planning and coordinating public appearances
  • Organizing domestic and international travel
  • Supporting charitable and educational initiatives
  • Preparing speeches and public remarks

  • Organizing ceremonial and diplomatic events

Executive Office

The Executive Office of the Office of the Second Lady of the United States is the senior management unit within the Office of the Second Lady, responsible for overall leadership, coordination, and day-to-day administration of the office. It provides strategic direction, manages staff workflow, and serves as the primary liaison between the Second Lady and the Office of the Vice President.

The Executive Office is typically headed by the Chief of Staff to the Second Lady, who oversees all functional divisions including communications, scheduling, policy initiatives, advance operations, and public engagement. The Chief of Staff also coordinates closely with senior officials in the Office of the Vice President and other White House components.

Relationship with the Office of the Vice President

The Office of the Second Lady is a component of the Office of the Vice President and is not an independent federal office. It functions as a small support unit that operates within the Vice President’s broader staff structure. In practice, the Office relies heavily on the Vice President’s office for staffing, logistics, communications, legal advice, scheduling coordination, and administrative support. Many of the systems used by the Office of the Second Lady—such as advance operations, press coordination, and travel planning—are shared with corresponding offices within the Office of the Vice President.

The Second Lady’s official activities are typically coordinated alongside the Vice President’s schedule and broader White House priorities. When the Second Lady undertakes public engagements or official travel, planning and execution are often supported by the Vice President’s staff and, when necessary, other federal agencies such as the Department of State and the Secret Service. Although the Office of the Second Lady maintains its own small staff for day-to-day responsibilities, it is operationally integrated into the Office of the Vice President and depends on its resources and interagency coordination systems to function effectively.
