Isaltino Afonso Morais (born 29 December 1949) is a Portuguese jurist and politician. He is the current mayor of Oeiras and former Minister of Cities, Territorial Planning and Environment, between 2002 and 2003.[2]

From April 24, 2013, to June 24, 2014, he was detained, serving a sentence for crimes of qualified tax fraud and money laundering.[3]

In 2026, Morais, along with 22 other arguidos, was accused by Portugal's public persecution service of embezzlement and abuse of power after spending €150,000 of municipal funds on meals over the period of 2017 to 2025.[4]
