The non-free content article states that images with an unknown primary source are unacceptable except for:
"...historical images, where sometimes only secondary sources are known, as the ultimate source of some historical images may never be known with certainty." That seems to be the case with this image and it is being used to illustrate a historical event. |

Please remember that the non-free content criteria require that non-free images on Wikipedia must not "[be] used in a manner that is likely to replace the original market role of the original copyrighted media."
