The Vietnam Association of Engineering Geology and Environment (Vietnamese: Hội Địa chất Công trình và Môi trường Việt Nam, commonly abbreviated as VAEGE) is a nationwide, non-profit social-professional organization in Vietnam. It brings together organizations and citizens working in the fields of engineering geology, geotechnics, and environmental geology[1].

VAEGE operates under the state management of the Ministry of Home Affairs and the sector-specific governance of the Ministry of Agriculture and Rural Development. The association is a member of the Geological Association of Vietnam[2] and the Vietnam Union of Science and Technology Associations (VUSTA). Internationally, VAEGE serves as the official national group representing Vietnam in the International Association for Engineering Geology and the Environment (IAEG).

History and Development

VAEGE was officially established during its First National Congress on April 16, 2005, in Hanoi. The association's initial charter was approved by the Ministry of Home Affairs under Decision No. 142/2005/QD-BNV on December 28, 2005[1].

During its fourth tenure (2020–2025), alongside the socio-economic and infrastructural growth of Vietnam, the association consolidated its organization. By 2025, the association expanded its network to include more than 3,000 engineers, researchers, and experts working across universities, research institutes, governmental management bodies, and engineering consultation firms nationwide[3].

In May 2026, VAEGE convened its 5th National Congress in Hanoi. This event marked a strategic transition, including extensive updates to the association's charter to fully align with the updated national regulations on association management (Decree No. 126/2024/ND-CP)[4][5].

The permanent headquarters of the association has been located at 91 Phung Hung Street, Hoan Kiem District, Hanoi, since its founding[6].

Mandate and Objectives

VAEGE operates under the principles of voluntary participation, self-governance, transparency, and financial self-sufficiency. Its core missions include:

  • Uniting and fostering cooperation among its members to advance professional expertise and promote scientific research in geotechnical fields.
  • Protecting the lawful rights and professional interests of its members.
  • Developing and publishing institutional technical standards (TCCS) in engineering geology, foundation geotechnics, and environmental earth sciences to serve sustainable engineering practices in Vietnam.
  • Providing independent professional consulting and social appraisal for government bodies regarding construction standards, geohazard mitigation, and risk assessments (such as landslides, debris flows, soft ground deformation, and karst phenomena)[3][5].

Structure and Leadership

The organizational framework of VAEGE follows the standard model for national professional associations, comprising the National Congress, the Executive Board, the Standing Committee, the Inspection Committee, the Secretariat, and specialized functional departments. These departments include the Consultation, Appraisal and Knowledge Propagation Department; the Science and Technology Department; the Membership Management and Development Department; and the International Cooperation and External Affairs Department[3].

During the first session of the 5th Executive Board held on May 24, 2026, in Hanoi, the executive leadership for the 2026–2031 tenure was elected, forming a Standing Committee of 37 members. The core leadership includes[4]:

The National Scientific Conference (Vietgeo)

VAEGE organizes **Vietgeo**, a biennial national scientific conference series hosted in collaboration with prominent technical universities in Vietnam. The peer-reviewed conference proceedings are published with official ISBN designations:

  • Vietgeo 2021 (Held in 2022, Phu Yen): Co-organized with the Mien Trung University of Civil Engineering, focusing on "Engineering Geology, Geotechnics and Construction for Sustainable Development of the Central and Highlands Regions"[3].
  • Vietgeo 2023 (Held in Thua Thien Hue): Co-organized with the University of Science, Hue University, featuring over 120 scientific papers on environment preservation and sustainable geotechnics[3][7].
  • Vietgeo 2025 (Held in Tra Vinh): Co-organized with Tra Vinh University on October 24–25, 2025. The event attracted over 150 leading delegates and experts across the country, resulting in 75 peer-reviewed papers published by the Transport Publishing House[3][8].

The association actively co-organizes international forums, including the International Conference on Sustainable Climate Development (SCD 2021) focusing on the Mekong Delta, and the 4th Asian Near-Surface Engineering Geoscience Seminar (2021). VAEGE also works alongside the Vietnam Urban Planning and Development Association to host specialized seminars assessing geohazards and urban planning adaptations to climate change in mountainous areas like Lao Cai and Sa Pa (2024, 2025)[3][9].

Higher Education and Expert Engineering Practice

Many individual members of VAEGE are leading academicians at top-tier universities (including the Hanoi University of Mining and Geology, University of Transport and Communications, University of Civil Engineering, and HCMC University of Technology). They have authored numerous core textbooks and successfully supervised thousands of engineering, master's, and doctoral students. VAEGE experts regularly participate in National Examination Boards, state project defense councils, and serve as principal technical auditors for large-scale national infrastructure projects including major hydropower plants, highways, and energy projects[3].

International Cooperation

VAEGE maintains strong institutional ties with the International Association for Engineering Geology and the Environment (IAEG). The number of official Vietnamese members registered with IAEG remains steady at 20 to 30 experts annually. The association also participates in citizen diplomacy initiatives organized by the Commission for External Relations of the Central Committee to enhance academic and engineering exchange with global technical institutions[3].
