Vichal Kumar is an American civil rights attorney and public defender. He is a candidate in the 2026 Democratic primary for New York's 7th congressional district.[1][2] If elected, he would be the first South Asian American to represent New York in Congress.[3]

Kumar has worked in public defense for more than two decades, including roles at The Bronx Defenders, the Neighborhood Defender Service of Harlem, and Partners for Justice. He is a past president of the South Asian Bar Association of North America and the South Asian Bar Association of New York.[3][4]

Early life and education

Kumar was born in Manhattan to working-class immigrants from India. His parents purchased a convenience store when he was a child, and he grew up working in the store.[4][3]

Kumar received an undergraduate degree from Rutgers College and attended the Maurice A. Deane School of Law at Hofstra University in the evenings while working full time as a civil legal advocate.[3]

Kumar began his career at The Bronx Defenders, first as a civil legal advocate and later as a staff attorney and supervising attorney. While there he worked on housing, public benefits, and immigration cases, and helped develop programs including a Volunteer Income Tax Assistance site in the South Bronx and a solitary confinement project for people held in isolated custody at Rikers Island.[4]

Kumar later served as Managing Attorney of the Civil Defense Practice at the Neighborhood Defender Service of Harlem.[5] He then joined Partners for Justice as a Regional Program Director, working on the expansion of holistic-defense programs in jurisdictions including Delaware, Texas, and Missouri.[3]

Kumar is a past president of the South Asian Bar Association of North America and the South Asian Bar Association of New York.[3]

2026 congressional campaign

Kumar announced his candidacy for New York's 7th congressional district on March 5, 2026, after incumbent Nydia Velázquez announced she would not seek reelection.[2] The Democratic primary is scheduled for June 23, 2026.[1]

Kumar is one of four candidates in the Democratic primary, alongside Brooklyn Borough President Antonio Reynoso, State Assembly Member Claire Valdez, and New York City Council Member Julie Won.[4]

Immigration

Kumar has called for the dismantling of U.S. Immigration and Customs Enforcement and an end to the federal 287(g) program. He supports comprehensive immigration reform that includes a pathway to citizenship and has criticized H-1B visa caps and per-country green card limits.[3]

Healthcare

Kumar supports Medicare for All. In the interim he has called for expanding Affordable Care Act subsidies, capping prescription drug costs, and creating a public health insurance option.[3]

Housing

Kumar has called for federal incentives for the construction of public and affordable housing, repeal of the Faircloth Amendment, and expansion of access to Section 8 vouchers.[4]

Small business

In May 2026, Kumar released a federal small-business plan focused on no-interest startup loans for first-generation entrepreneurs, banking reform recognizing ITINs, opposition to the proposed Sysco-Restaurant Depot merger, caps on delivery-app fees, and an extension of Section 1042 of the Internal Revenue Code.[6][3]
