The Soyana Bloc (Syriac: ܨܘܝܢܐ), also reported as the Suyana Bloc, is a Christian parliamentary bloc in the Council of Representatives of Iraq. It was formed after the 2025 Iraqi parliamentary elections by Christian members of parliament seeking to coordinate their positions inside the legislature.[1]

The bloc is headed by Kaldo Ramzi Oghanna.[1] Its official website describes Soyana as a parliamentary bloc working to unify the Christian parliamentary position and defend Christian rights within the framework of the Iraqi constitution and national partnership.[2]

Background

Christians are one of Iraq’s historic religious communities and include Chaldeans, Syriacs, Assyrians, Armenians, and other groups. Christian communities have traditionally lived in Baghdad, Mosul, the Nineveh Plains, Kirkuk, Basra, and the Kurdistan Region.

Since 2003, Iraq’s Christian population has faced violence, displacement, migration, and political marginalization. These challenges became more severe after the rise of the Islamic State group in 2014, especially in Mosul and the Nineveh Plains.

Christian representation in Iraqi politics has often taken place through reserved minority seats, quota arrangements, party alliances, and independent candidates. The formation of the Soyana Bloc came within this broader debate over how Christian representatives could coordinate their work in parliament.

Formation

The Soyana Bloc was announced in Baghdad following the 2025 Iraqi parliamentary elections. Reports described the bloc as consisting of three Christian members of parliament: Kaldo Ramzi Oghanna, Sami Oshana, and Imad Youkhana Yaqo.[1][3]

The announcement was reported as taking place at the Iraqi parliament on 30 December 2025.[3] The members selected Oghanna as head of the bloc.[1]

Since its formation, the Soyana Bloc has participated in political, religious, and community meetings related to parliamentary representation, government formation, and the rights of Christian communities in Iraq.[4]

According to the bloc’s official website, its activities have included meetings with Iraqi political parties, church leaders, and community institutions. In early 2026, the bloc reported meetings or visits involving the Chaldean National Council in Ankawa and other community bodies.[5]

The bloc’s website also publishes statements and reports concerning public occasions and meetings involving its members, including statements by Oghanna in his capacity as head of the bloc.[6]

Kaldo Ramzi Oghanna serves as head of the Soyana Bloc. Before his parliamentary role, Oghanna was known for his work as Director General of Syriac Culture and Arts in the Kurdistan Region of Iraq.[7]
