Luca Lantero (Carate Brianza, May 25, 1978) is an Associate Professor at the European Public Law Organization (EPLO)[1] and the Director of the Institute for Higher Education Law and Governance (IHELG).[2] He earned an Integrated Master's Degree in Law from the Catholic University of Milan (Università Cattolica del Sacro Cuore di Milano[3]) and a PhD at the European University of Rome (Università Europea di Roma[4]).
Career
editSince 2015, Luca Lantero has held the position of Director General at 'CIMEA (Information Centre on Academic Mobility and Equivalence)[5]' in Rome, Italy. Over his career, Luca Lantero has become a recognized expert in educational sectors at both the national and international levels, particularly in higher education,[6] vocational education and training, and adult education. His work spans the coordination and strategic development of various national and international projects, academic mobility programs, and strategies related to academic and professional recognition.
Academic Career
editLuca Lantero has been a member of numerous scientific and doctoral boards. His teaching covers topics such as higher education systems, internationalization of higher education, and the application of artificial intelligence[7] and digital solution in education.
He is currently an Associate Professor at the European Public Law Organization (EPLO)[8] and Director of the Institute for Higher Education Law and Governance (IHELG[9]).
In 2025 he has been nominated Temporary Extraordinary Professor at the Department of Economics, Business, Law and Politics at Università degli Studi Guglielmo Marconi.
He is the Editor in-Chief of Rivista Universitas,[10] a scientific journal in the field of law with a particular focus on issues relating to the right to education, university law, public and private international law, anti-discrimination law, labour law and European Union law, with a specific focus on human rights issues.
Also he is currently the Editor in-Chief of Journal of Prevention and Countering Education Fraud (JPCEF)[11] dedicated to advancing rigorous scholarship and informed debate on education fraud in all its forms. The journal provides an interdisciplinary forum at the intersection of higher education policy, law, digital transformation, quality assurance, and credential evaluation, examining how fraudulent practices undermine trust in qualifications, harm learners and institutions, and weaken the integrity of education systems at national and transnational levels.
Institutional Roles
editLuca Lantero holds significant roles in numerous international education organizations. He serves as the President of the Lisbon Recognition Convention Committee Bureau, an entity established by UNESCO and the Council of Europe, and as Vice-President of the Council of Europe's Platform on Ethics, Transparency, and Integrity in Education (ETINED[12]). Additionally, he is the Head of the ASEM Education[13] Secretariat, facilitating cooperation between Europe and Asia in education. He is President Emeritus of the Italian Professional Association of Credential Evaluators (APICE[14]).
Luca Lantero is actively involved in Italian education diplomacy, representing Italy in various educational forums, including the Bologna Follow-Up Group (BFUG)[15] for the European Higher Education Area, the G20 Education Group, and the European Education Area.[16] He has also served as a consultant to the Italian Ministries for Universities and Research[17] for international education strategy.
