The Lodz Cyber Hub (LCH) is an interdisciplinary research centre at the Faculty of Law and Administration of the University of Łódź in Poland. Established in 2021, it conducts research and capacity-building activities on the application of public international law to cyberspace, cybersecurity, Internet governance and digital human rights.[1] It is the only Polish member of the European Regional At-Large Organisation (EURALO) within ICANN's At-Large community.[2]

History

The centre was founded in 2021 with seed funding from the University of Łódź "Excellence Initiative – Research University" (IDUB) programme.[3] After the initial funding period, LCH transitioned to a self-funded model based on competitive research grants and consultancy.[1]

The centre is directed by Joanna Kulesza, an assistant professor of international law at the University of Łódź.[1]

LCH conducts research and offers capacity-building services in areas including:

Since November 2025, the centre has participated in the Polish Ministry of Digital Affairs' nationwide PW eSkills initiative, which aims to develop digital competences across Poland.[5]

The centre delivers training programmes in cooperation with the European Security and Defence College (ESDC), including residential courses in Brussels on cybersecurity and international law held under the College's auspices.[6]

LCH organises the annual Summer School on Internet Governance and International Law (SSIGIL) at the University of Łódź, in partnership with the Global Internet Governance Academic Network (GigaNet), the Global Forum on Cyber Expertise (GFCE), United Nations University–CRIS, Queen Mary University of London, the University of Surrey, and Stetson University College of Law.[7][8] The school has also been featured by the Digital Constitutionalism Network.[9]

LCH is an accredited ICANN At-Large Structure (ALS) within the European Regional At-Large Organisation (EURALO), and as of 2026 is the only ALS based in Poland.[2] It is also a training partner of the European Security and Defence College (ESDC)offering the course on “Cybersecurity and International Law”.[6]

The centre's research on cybersecurity norms and the international governance of low Earth orbit satellite constellations has received coverage in German, French and Polish media. Heise online has cited the centre's work on satellite internet governance on multiple occasions,[11][12] and research on cybersecurity regulation has been referenced by Die Zeit,[13][14] Tagesspiegel Background,[15] and the French cybersecurity portal InCyber.[16] The SSIGIL summer school has been covered by Młodzi w Łodzi[17][18] and Radio Łódź.[19]
