Lin-gang Special Area of Shanghai Pilot Free Trade Zone (simplified Chinese: 中国(上海)自由贸易试验区临港新片区; pinyin: Zhōngguó (Shànghǎi) Zìyóumàoyì Shìyànqū Língǎng Xīn Piànqū), commonly referred to as Lin-gang Special Area, is a part of the China (Shanghai) Pilot Free Trade Zone (Shanghai FTZ).
Lin-gang Special Area covers an area of 119.5 square kilometers[1] , including Nanhui New Town and Lin-gang Equipment Industrial Zone, Xiaoyangshan Island, and the southern area of Shanghai Pudong International Airport[2].
Geography
editA large part of Lin-gang Special Area was reclaimed from the sea. It is located at the tip of the peninsula between the Yangtze and Qiantang rivers, on Hangzhou Bay, about 60 kilometers southeast of downtown Shanghai[3].
It is composed of 11 areas[4]
The City Proper: Dishui Lake Core Area, Advanced Intelligence Manufacturing Area, Integrated Industrial Area, and Emerging Industrial Area
Surrounding Areas: Haiwan Special Functional Area, Fengcheng Friendly Living Area, Green Land Area (Lv Ye Xiang Mei Area), Green Village Area (Lv Cun Shui Yun Area) and Jinhui Residential Area.
Xiaoyangshan Island and the southern part of Shanghai Pudong International Airport: Xiaoyangshan Island Area and the southern part of Shanghai Pudong International Airport.
Population
editLin-gang's population increased from 440,000 in 2019 to over 600,000 by 2024. From 2019 to 2024, Lin-gang attracted more than 97,000 professionals and more than 27,000 new talents settled in Lin-gang in the first seven months of 2024[5]. By August 2025, Lin-gang has introduced and settled a total of 141,000 talents (times), with an average annual increase of 80 percent[6].
History
editThe area was initially developed for heavy equipment manufacturing. In the mid-1990s, to suit the needs of modern container ships, Shanghai decided to build develop the Yangshan deep-water port. To support the port, the development zone strategy evolved into an urban strategy to combine industrial development and a new town[7] .
On November 5, 2018, the establishment of the Lin-gang special area in the Shanghai Free Trade Zone was proposed at the opening ceremony of the first China International Import Expo[8] On July 27, 2019, the State Council of China approved the establishment of a new free trade area in Lin-gang[9] .
On August 6, 2019, the State Council Information Office officially announced the establishment of the Lin-gang Special Area, with the goal of constructing “a special economic functional zone with more international market influence and competitiveness.”[10]The core mission of the area, as defined by the government, is to establish an institutional open system characterized by the principle of "five freedoms and one convenience": free investment, free trade, free capital flows, free transportation, free movement of people, and efficient information connectivity[11].
On August 20, 2019, the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone was unveiled[12].
Policies and Regulations
editAccording to the "Overall Plan for the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone" issued by the State Council of China, the area adopts a management model similar to that of a special economic zone management, focusing on freedom of investment, trade, capital, transportation, and employment, to promote the liberalization and facilitation of investment and trade[13].
On August 20, 2019, the Shanghai Municipal People's Government promulgated the "Management Measures for the Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone." The management measures make provisions in areas such as opening up in key fields, the market entity registration confirmation system, and the introduction of well-known overseas arbitration and dispute resolution institutions for civil and commercial dispute adjudication[14].
On August 30, 2019, the Shanghai Municipal Committee of the Chinese Communist Party and the Shanghai Municipal People's Government released 50 special support policies for Lin-gang[15]. On October 18, 2019, the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone issued several policies to promote industrial development and several support measures to aggregate the development of four key industries: integrated circuits, artificial intelligence, biopharmaceutical, and aerospace[16].
On September 1, 2020, the Shanghai Municipal Administration for Market Regulation, working with the Lin-gang Special Area Administration, released 11 enhanced competitiveness policy measures[17]. Lin-gang Special Area began to pilot a market entity registration confirmation system aligned with international rules[18].
On December 17, 2021, the "Several Measures of the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone for Promoting the High-Quality Development of Offshore Trade" was released[19] .
On March 1, 2022, the "Regulations of the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone" came into effect[20].
On February 22, 2022, the talent enterprise annuity plan for Lin-gang Special Area was launched[21] .
On March 15, 2022, the "Provisions of Pudong New Area of Shanghai Municipality on the Market Entity Registration Confirmation System" were implemented in Lin-gang Special Area[22].
On August 21, 2023, the Shanghai Municipal People's Government rolled out 29 measures targeting the Lin-gang Special Area to support the development of frontier industries and further strengthen its role as a special economic zone[23].
On August 21, 2024, the Lin-gang Special Area rolled out a package of talent policies, including internship subsidies for university students[24].
On September 28, 2025, the Lin-gang Special Area Administration released a series of measures promote the development of offshore trade[25].
On January 21, 2026, Lin-gang Special Area unveiled its development plan for Lin-gang sci-tech innovation city[26].
