Culligan Harvey (legally Harvey Water Softeners Limited) is a British manufacturer and retailer of domestic water softeners. The company designs and assembles non-electric, block-salt softeners and bigger tablet salt softeners, related water-treatment products for households and small commercial premises, supplying customers primarily in the United Kingdom and across Europe.[1][2]

Founded in 1978 by plumber Harvey Bowden, the company has been described as one of Europe’s largest manufacturers of domestic softeners and a leading UK producer of non-electric softening systems.[3][4] Since 2018, it has operated as a subsidiary of the global water-treatment group Culligan International.[1]

History

edit

Foundation and Early Years

edit

Harvey Water Softeners traces its origins to the mid-1970s, when Cornish-born plumber Harvey Bowden relocated to Surrey and encountered hard-water limescale in his home. After installing a traditional softener and observing the results, he began selling softeners locally before developing his own designs better suited to British plumbing systems.[5] The business was incorporated on 12 April 1978 as Surrey Softeners Limited and subsequently traded under several names Harvey Softeners Limited, Kinetico Limited, and again Harvey Softeners Limited before adopting its current name in 2009.[6]

Product Development and Expansion

edit

In the early 1980s Bowden collaborated with an American partner to create a compact under-sink softener adapted to smaller British kitchens. The success of this design enabled the company to establish a factory in Old Woking, Surrey, where manufacturing operations remain based.[5] Bowden later developed an enhanced twin-cylinder, non-electric block-salt system intended to deliver continuous softened water.

By the 2010s, Harvey Water Softeners had become a significant domestic manufacturer. A 2018 article from the UK Government’s Queens Awards for Enterprise described it as “the UK’s largest manufacturer of compact water softeners,” crediting Bowden’s innovations over four decades.[3] The company received a Queen’s Award for Enterprise (Innovation) in 2018 for its HV3 model, a compact twin-cylinder unit designed to fit beneath kitchen sinks.[3] The company later expanded internationally by supplying products to Europe alongside its core UK customer base.[1][2]

Acquisition by Culligan International

edit

On 14 December 2018, the shareholders of Harvey Water Softeners agreed to sell the company to United States-based Culligan International, backed by private-equity investors. Advisory firm Livingstone Partners described Harvey as the leading UK manufacturer and retailer of domestic softeners and a prominent supplier in Belgium at the time of acquisition.[1] Other deal databases confirm that Culligan completed the purchase in December 2018, with financial terms undisclosed.[7] Following the acquisition Bowden remained involved with the business as chairman and contributed to wider Culligan initiatives. Although the consumer-facing brand has been marketed at times as “Culligan Harvey,” the legal entity continues to operate as Harvey Water Softeners Limited.[5][6]

Operations

edit

Corporate Structure and Locations

edit

Harvey Water Softeners Limited is registered in England and Wales under company number 01362650, with its registered office in Reading, Berkshire.[6] Its principal manufacturing site is located on Hipley Street in Old Woking, Surrey, where the company has operated since the late 1980s.[5][8] Business-information providers list the company among Culligan’s UK and European entities, including Culligan Water Limited and Culligan Shared Services (UK) Limited.[9]

Financials and Workforce

edit

Compiled accounts show that Harvey Water Softeners reported turnover of approximately £47.3 million and employed 246 people during the financial year ending 31 December 2024.[9] Databases classify the company as a medium-sized enterprise with total assets of around £77.7 million as of that date.[9]

Manufacturing and Supply Chain

edit

Harvey Water Softeners manufactures domestic softeners at its Woking factory. Corporate R&D materials state that the business “reshored” production to the UK and invested more than £2.5 million in automation, 3D printing and updated assembly technology to enhance reliability and increase manufacturing capacity.[10] A 2024 engineering case study by WSM Industries describes Harvey as one of the largest softener manufacturers in Europe, designing and building thousands of units annually while outsourcing injection-moulded components and maintaining core assembly in-house.[4]

The company is a member of the Made in Britain manufacturing initiative, which lists products such as the HarveyArc, HVX and Big Blue softeners in its directory.[11]

Markets and Distribution

edit

Harvey Water Softeners manufactures and sells domestic softeners and related products to residential customers and small commercial premises. Market-intelligence sources describe its distribution as concentrated in hard-water regions of the UK and extended into Belgium.[1][4][2] The company sells directly through its in-house installation teams as well as through authorised dealers. Trade publications have highlighted its presence at UK home-building and agricultural shows, referring to the firm as a “market-leading” softener manufacturer serving UK and European markets.[12][13]

Products and Technology

edit

Domestic Water Softeners

edit

Harvey Water Softeners specialises in compact, non-electric block-salt systems designed to fit under kitchen sinks or in tight utility spaces.[14] Many models feature a twin-cylinder configuration that enables continuous operation by regenerating one cylinder while the other remains active. Independent installation guides describe Harvey softeners as metered rather than timer-based, with regeneration triggered by actual water usage rather than fixed intervals.[15] The company’s range includes the HarveyArc, HVX and Big Blue models, along with smaller and light-commercial units.[11][16] Some recent products incorporate compact resin tanks and optional Wi-Fi-enabled lids linked to mobile applications for salt-level monitoring and maintenance reminders.[17] Third-party reviews emphasise the brand’s reliance on block or mini-block salt rather than granular tablets, along with compatibility with modern boiler and combi-boiler systems.[15]

Ancillary Products

edit

In addition to softeners, Harvey Water Softeners sells block salt, washing powders, replacement filters, and three-way and boiling-water taps.[14][18]

Research and Development

edit

The company identifies research and development as a central activity, particularly regarding compact, non-electric softener technologies. Investments during the 2010s included automation systems, additive manufacturing and lifespan-testing processes intended to improve reliability and expand production output.[10][3] Harvey’s R&D facility, located beside the Woking factory, supports prototyping, stress testing and component development.

Regulation and Approvals

edit

Harvey Water Softeners Limited is authorised and regulated by the UK Financial Conduct Authority (FCA) for credit-broking and consumer-hire activity associated with its financing and rental programmes.[19] Several models in the H20 series hold approvals from the Water Regulations Advisory Scheme (WRAS), validating compliance with UK water-supply standards.[20] Independent installation guides likewise note WRAS approval as a feature of current Harvey units.[15] The company’s participation in the Made in Britain programme also requires adherence to UK-based manufacturing and quality-control criteria.[11]

Awards and Recognition

edit

In 2018, Harvey Water Softeners received a Queen’s Award for Enterprise in the Innovation category, recognising the development and commercial success of its compact, non-electric twin-cylinder softening system.[3] The award coincided with the company’s 40th anniversary and acknowledged both technological advancements and its growth in employment at the Woking site. The company has been featured in UK trade publications, including Building & Construction Review, which selected Harvey for its “New Year Spotlight Award 2024” and described it as an award-winning manufacturer serving hard-water markets across the UK and Europe.[12][13]
