Hai Ha Social Work Community Center (Vietnamese: Trung tâm Công tác xã hội Hải Hà) is a private unit headquartered in Quang Ninh province, specializing in providing educational and support services for children and adolescents with special needs. This is different from the Quang Ninh Provincial Social Work Center, which is a public unit under the Department of Labor, War Invalids and Social Affairs of Quang Ninh province.
History of Formation and Development
editHai Ha Social Work Community Center was established in 2018, with Nguyen Van Hai as its director, and its main office located at Hong Ha 6 area, Ha Long ward, Quang Ninh province.
The Center was granted establishment license No. 4551/GCN-LĐTBXH dated December 18, 2020, and operating license No. 38/QĐ-LĐTBXH dated January 12, 2021, by the Department of Labor, War Invalids and Social Affairs of Quang Ninh province. The Center was established on the foundation of the Hai Ha Center for Psychological Research, Counseling and Support, which was granted establishment and operating license by the Vietnam Association of Psychological and Educational Sciences, along with registration certificate No. A-1909 from the Ministry of Science and Technology (Vietnam).
The Center is a privately-run organization that, over many years of operation, has continuously affirmed its position and quality in the field of social work, organizing the reception, management, care, nurturing, and assistance of individuals with disabilities, cerebral palsy, Down syndrome, and autism; intervening and supporting children in psychology and education such as: Screening, assessment, counseling, early detection and intervention for:
- Children with autism.
- Children with intellectual disabilities.
- Children with speech impediments.
- Children with learning difficulties.
- Children with disabilities, cerebral palsy, etc.
The Center has received hundreds of cases at the following locations:
- Location 1: 54, Group 5, Area 6, Hong Ha Ward, Ha Long City, Quang Ninh Province (now Ha Long Ward, Quang Ninh Province).
- Location 2: Alley 100, Sao Mai Kindergarten, Hai Phong.
- Location 3: 24, An Sinh Ward, Quang Ninh Province.
- Facility 4: Tuoi Tho Kindergarten, Quang Ninh Province.
- Facility 5: Tuan Chau Ward, Quang Ninh Province.
- And other facilities in Trai Loc area, Dong Trieu, Quang Ninh Province.
The Center has built a 5-story building, including the following rooms:
- Psychomotor room.
- Client care room.
- Meeting room.
- Life skills room.
- Examination room.
- Assessment and screening room.
- Community activity room.
- Individual intervention room.
- Pre-primary school room.
After many years of development and innovation, it has achieved certain successes in the field of social work. With the motto of providing care and education to individuals who can access quality services at low cost, the Center is proud to be one of the leading centers in Quang Ninh Province applying effective methods through the following skills:

- A Golden Heart: Ms. Dao Thi Tuat providing monthly food support.
The Center regularly organizes and participates in training sessions for teachers and parents, conducted in collaboration with training institutions under the Department of Children's Affairs. These sessions focus on social work training for staff and social workers at facilities providing social services, organizing fundraising, and receiving financial and in-kind support from domestic and international organizations and individuals to carry out activities at the facility, including counseling and therapy for mental disorders, psychological crises, postpartum depression, and physical rehabilitation for target groups, with a commitment to quality outcomes for all outcomes.

Scandal
editBesides the positive aspects, the Center also faced a major scandal.
By early 2026, this Center was the focus of a serious criminal case.
At the end of December 2025, a 17-year-old student named Pham Hai Nam (born in 2008, residing in Ha Lam ward, Quang Ninh province) died at the center.[1]
Authorities initiated a case of "Intentional infliction of injury". The center's director, Nguyen Van Hai, and several related staff members were prosecuted and detained for investigation into acts of violence against students under the guise of education.[2]
Currently, the center has been temporarily suspended from operation to facilitate a comprehensive investigation.[3]
Since then, the Hai Ha Social Work Community Center has ceased to exist.
