Eric Kai-shan FOK, JP (born 24 May 1983) is a Hong Kong entrepreneur and public figure. A native of Panyu, Guangdong, he was born in Hong Kong and is the second grandson of the third generation of the Henry Fok family.

Eric Fok currently serves as Vice Chairman of the Fok Ying Tung Group[1], overseeing the group's strategic development and cross-border project promotion. In recent years, he has actively been involved in the promotion and development of the cultural, sports, and tourism industries. He is also Chairman of the Administrative Committee of the Henry Fok Foundation (Macao) and a Director of Resorts, S.A. The Fok family has long been actively involved in China's reform, opening-up and modernisation efforts. Eric Fok continues this family mission, dedicating himself to promoting the integration and high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area, aligning fully with national strategies and deeply integrating into the country's overall development. In recognition of his contributions to public affairs and social services, he was appointed a Justice of the Peace by the Hong Kong Special Administrative Region Government on 27 July 2022. Effective 1 June 2026, he became a member of the Airport Authority Hong Kong.

Nansha Bay

Nansha Bay, located in Nansha District, Guangzhou (also known as “Little Nansha”), is a highly iconic international waterfront area developed by the Fok Ying Tung Group, covering a total area of 22 square kilometers. Nansha is also situated at the center of the Greater Bay Area, giving it significant strategic geographical importance. At the heart of Nansha Bay sits the Nansha Marina, which was personally spearheaded by Eric Fok in its planning, design, and construction. The marina stands as the first core project he oversaw from concept to completion after rejoining the family business.[2]

Construction of the Nansha Marina began in early 2010, and it was officially opened in July 2011. Covering a total area of 170,000 square metres, it features a 130,000-square-metre harbour basin, a 9,000-square-metre luxury clubhouse and a 720-metre-long breakwater, providing over 300 land and water yacht berths. It is one of the largest and most comprehensively equipped marinas in mainland China. From its inception, the project was positioned as a "Waterfront Lifestyle Hub", designed to integrate high-end yachting, business exchanges and waterfront culture, serving as a model platform for international waterfront living in the Greater Bay Area.

Driven by Eric Fok, Nansha Marina underwent assessment by The Yacht Harbour Association (UK) in 2012 and was awarded the highest rating of "Five Gold Anchors" certification, making it the first marina in mainland China and the sixth in Asia to receive this international recognition. This certification signifies that its planning, facilities, safety and services meet the highest global standards, further consolidating Nansha's position as a gateway for waterfront leisure and international exchange in the Greater Bay Area. As a flagship project personally realized by Eric Fok, Nansha Marina not only marks a significant milestone in the transformation of Nansha Bay from coastal marshland into an international waterfront city but also reflects the Fok family's ongoing commitment to China's reform and opening-up, utilizing high-end service industries to drive regional development. Its successful operation has laid a high-end infrastructural foundation for the subsequent comprehensive development of Nansha Bay, consistently attracting international brand events and establishing itself as a key node in the Greater Bay Area's "waterfront economy."

Individual Travel Scheme for Yachts[3]

Eric Fok has long focused on and actively promoted the implementation of the Guangdong-Hong Kong-Macao Individual Travel Scheme for Yachts, striving to advance the integrated development of the Greater Bay Area's maritime economy. As early as 2015, while serving as a member of the Guangzhou Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), he began submitting proposals on related topics. In 2016, as Honorary President of the Guangdong Yacht Tourism Association, he conducted research and submitted a report on promoting the construction of a "21st Century Maritime Silk Road – Maritime Tourism Greenway" in Guangdong, recommending the establishment of the first batch of "Guangdong Maritime Leisure Stations" in three coastal regions: eastern Guangdong, the Pearl River Delta and western Guangdong, as well as advancing the standardisation and normalisation of yacht marina facilities. In 2025, Guangdong Province issued the Implementation Plan for the Guangdong-Hong Kong-Macao Individual Travel Scheme for Yachts along with supporting management measures. During the 2026 Guangdong Two Sessions (the annual meetings of the provincial People's Congress and CPPCC), Eric Fok submitted a proposal titled "Creating a World-Class Greater Bay Area Maritime Industry New High Ground Through the Guangdong-Hong Kong-Macao Individual Travel Scheme for Yachts". He called for improving the data interconnection mechanism between maritime, customs and border inspection authorities in Guangdong and Hong Kong, piloting a "one declaration, three-place sharing" system for yacht, crew and passenger information at designated terminals within the Guangdong Pilot Free Trade Zone, thereby achieving fully digital and non-intrusive customs clearance. On 29 May 2026, the State Council issued a reply agreeing to temporarily adjust certain relevant provisions of the regulations concerning guarantee for customs affairs and ship registration in nine cities of the Guangdong-Hong Kong-Macao Greater Bay Area, namely Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing. Under the adjustment, Hong Kong and Macao yachts temporarily entering and exiting the mainland via designated ports of the nine cities and navigating only within these cities are exempt from the requirement of a guarantee and temporary ship nationality registration. The adjustment took immediate effect upon approval. Eric Fok, in his capacity as Chairman and Commodore of the Nansha Yacht Club, welcomed the new measures and expressed his hope that the Nansha Yacht Club would serve as a pioneering demonstration base for the implementation of the policy, providing efficient and convenient services for yachts from Hong Kong, Macao and overseas.

Football Involvement

Eric Fok began participating in the development of Hong Kong football in 2008 when he became the President of the Miniature Football Association of Hong Kong, China. He subsequently held various roles within the Football Association of Hong Kong, China(HKFA)[4] , including working group member, board director, and vice chairman. In July 2023, he assumed the position of Chairman of the HKFA.[5]

As Chairman, he has focused on improving the youth training system, enhancing the competitiveness of local leagues and cup competitions, strengthening ties with international organizations, and promoting fan culture and stadium economy through innovative approaches. Under his leadership, the Hong Kong, China football team achieved a significant milestone in home game atmosphere during the 2027 AFC Asian Cup qualifiers. All three of their home matches held at Kai Tak Sports Park were sold out consecutively, marking a significant milestone in Hong Kong's football history for home-game atmosphere.

In April 2019, he was appointed as a Member of the AFC Executive Committee and played a key role in successfully hosting the 2019 AFC Annual Awards in Hong Kong. In 2022, he was elected Vice President of the East Asian Football Federation, further amplifying Hong Kong's voice in international football affairs. By 2025, he was appointed Chairman of the newly established FIFA Football Esport Committee.
